Media Award rewards excellence in media reporting on children’s issues in the Middle East and North Africa. This year, UNICEF chose the topic of children’s rights. Awards will be provided for five different categories: TV, radio, print, photograph and online (web-based).
The Special Representative of the United Nations Secretary-General for Iraq (SRSG) Ad Melkert condemned in the strongest terms the attacks that targeted the regional satellite channel Al-Arabiya, in which four of its employees and another two bystanders were killed. “Journalists in Iraq have again turned out to be prime targets for insurgents and all parties should act to counter this impunity in the targeting and killing of journalists”, the SRSG said. “The attack of this morning shows once more that an immediate response is needed through an effective agreement on the formation of a new government that will be dedicated to the protection of citizens and freedom of the press." Mr. Melkert extends the United Nations sincere condolences to the bereaved families of those killed and wishes a speedy recovery for the injured.
The United Nations Development Fund for Women UNIFEM (part of UN-Women), the United Nations Assistance Mission for Iraq (UNAMI) and the UN Iraq Gender Task Force (GTF), in cooperation with Iraqi women leaders, including the State Ministry of Women Affairs, members of the Council of Representatives, and women civil society leaders in addition to representative from the Kurdistan region, will hold an Open Day Consultation on Security Council Resolution 1325 (2000) on Women, Peace and Security as part of a world-wide initiative to mark the occasion of the 10thanniversary of the adoption of the Resolution.
The meeting will be chaired by SRSG Ad Melkert. The meeting is an opportunity for dialogue between representatives of women’s government and non-governmental organizations in Iraq with senior UN officials. The overall objective is to increase the engagement of women in peace and decision making, including protection.
The event will be held on Monday 26 July from 10:00 AM to 12:00 PM at UNAMI HQ in the Green Zone, Baghdad.

The Special Representative of the Secretary-General for Iraq (SRSG) Ad Melkert condemns in the strongest terms the series of bombings targeting innocent pilgrims during a religious commemoration of a Reverent Shiite. The heinous attacks have resulted in killing dozens of worshippers and wounding hundreds more.
The SRSG described the attacks as “horrific crimes committed against defenseless civilians who were practicing their faith.” “The formation of a broadly based government will be the most effective response in the face of insurgents who are aiming at destabilizing the country”, he emphasized. Mr. Melkert also noted the increasing concerns that it may be difficult to reach the objectives agreed upon by all parties within the set time frame of a 30 day period.
Mr. Melkert expressed the United Nations’ sorrow and condolences to the bereaved families and its wishes for full and speedy recovery for the wounded. He also expressed his full support for the Iraqis in their resolve to continue advancing peace, stability and national reconciliation.

Mr. Ozbagdatli will share his experiences of the joint effort between Doğa Derneği (a Turkish conservation organization and a BirdLife partner), the Turkish Ministry of Environment and Turkish scientists to identify over 300 KBAs or Key Biodiversity Areas (globally important sites for biodiversity) in Turkey. Over 300 KBAs were identified for eight different taxa (birds, mammals, amphibians, reptiles, butterflies, plants, inland fishes and dragon flies), covering 27% of the territory of Turkey. These sites are expected to serve further studies for prioritizing of protected areas, researches, public awareness and nature conservation policies. In addition, while Turkey started negotiations with the European Commission to become a Member State of European Union, there are hundreds of environmental directives and regulations to be harmonized in Turkish national law. Mr. Ozbagdatli will also discuss the process of Regulatory Impact Assessment (RIA), which will help inform Turkey decision-makers about the cost and benefits of these directives and their least-cost implementation.

The first three months of 2010 in Iraq were marked by preparations for national elections, which were held on March 7. Leading up to the elections, there was a spike in violence in Baghdad and other cities including Mosul, Fallujah, Baquba and elsewhere. Despite increased levels of violence, millions of Iraqis went to the polls yielding a 62% voter turnout. Washington, DC – Following this Sunday’s nationwide parliamentary election in Iraq, Human Rights First is urging the U.S. government to robustly lead international efforts to support incoming Iraqi lawmakers in finding solutions for displaced Iraqis and strengthening protection for the nation’s minority groups. The organization notes that improving conditions for displaced Iraqis will ultimately strengthen Iraq’s long-term stability and security.
The handbook is primarily aimed at managers and staff of humanitarian agencies, both at headquarters (HQ) and in the field. It speaks directly to those on front line of aid delivery as well as to senior managers who determine organisational culture and values.

The ERF Iraq Program is currently seeking nominations of 16 people to participate on the Technical Review Committee (TRC) for the next term which runs from November 16, 2009 – May 15, 2010. According to the Terms of Reference for the TRC: “The Technical Review Committee (TRC) was formed as an advisory and technical body to analyze and recommend to the Humanitarian Coordinator to endorse proposals submitted from NGOs and other humanitarian organizations for funding through the EMERGENCY RESPONSE FUND FOR IRAQ – managed by OCHA in support of the Humanitarian Coordinator. The TRC will be modified slightly to suit the proposed Expanded Humanitarian Response Fund…. The task of the TRC will be to analyze the feasibility and relevance of proposed projects and offer technical recommendations in accordance with the Charter. The TRC can monitor projects at any time and should problems be identified with the implementation, the TRC will decide on action.”
As a TRC Member you will:
Participate in quarterly TRC Meetings at the OCHA Iraq Office in Amman- or by phone in the event the TRC member is located in Iraq; Received ERF proposals by email from OCHA for your review and approval/rejection. (The proposals you receive have been screened for eligibility by OCHA and have been commented on by the relevant Sector Outcome Team), and Provide your response to OCHA on your recommendation within 4 working days.

Since we are nearing the end of the term for the existing group of TRC members, I would appreciate your nominations for new participants as soon as possible. In terms of selection of NGO representatives to the TRC, OCHA will use similar criteria as last term to select candidates based on the criteria listed below:
1. Sectors of operations (6 sectors relevant to the ERF excluding Governance and Economic Diversification).
2. Governorates of operations.
3. Commitment to ensure at least 2 program staff dedicated to the ERF review of proposals throughout the entire term.
4. Percentage of emergency projects out of the total portfolio.
5. Years of experience in Iraq.
