Iraq Parliamentary elections are scheduled to be held, April 30, 2014 across Iraq’s 15 federal governorates and 3 governorates in IKR. Mercy Corps is issuing an RFA for registered, qualified Civil Society Organizations (CSOs) to conduct domestic monitoring, observation and reporting activities. CSO’s monitoring programs will focus specifically on the election campaign, special voting, and election-day voting and counting processes. Contingent on availability of additional funding, CSO’s activities could be expanded to cover long-term monitoring of the Election Campaign, monitoring of the Election Administration Authority (IHEC and especially GEOs) as well as Media Monitoring. Mercy Corps anticipates awarding up to 10-15 grants to CSOs (13 in the Federal Governorates and 2 in IKR) for a period not to exceed three months and an anticipated starting date of February 15, 2014.
To support these CSO initiatives, Mercy Corps is soliciting proposals from eligible, qualified, not-for profit organizations to field a team of international election experts and advisors to provide training, customized individual technical assistance to CSO grantees. On-site trainings and consultancies will be provided as needed to Grantee CSOs operating in IKR, contingent upon stable security environment. Location for training and technical assistance could be Erbil, Baghdad and Basra.
Subject to availability of funds, Mercy Corps anticipates entering into a Cost Reimbursable Service Contract with one organization to provide these training and advisory support services.
